SUMMARY: Lieutenant Ray Conn’s strength, speed and also his empathic responses are enhanced via a secretly funded, experimental program. After great initial success, Ray is removed from the field when he becomes extremely emotional over the death of a bomb-sniffing dog.
Dr. Jon Grey, who runs the program, blocks Ray from his own feelings as they search for a path to emotional control which will rescue the program and is the key to what Ray seeks most: a normal, civilian life.
When Ray is finally given access to “himself,” he intervenes in a traffic stop, but can’t prevent the death of a young woman at the hands of an overzealous cop.
The case generates great media attention, much to the dismay of various CIA handlers in charge of the secret program that enhanced Ray, all of whom have great liability associated with their questionable funding tactics.
To make matters worse, Ray falls passionately in love with the lead detective investigating the case, Dana Brown.
To solve their problems, the CIA makes Ray the target various assassins. But they are no match for Ray, who bests even the most elite wet-work assets sent to kill him. Desperate to contain a cover-up, the secret program’s next generation enhanced soldier (played by the same actor) is sent to finish the job.
